Abstract

After careful study and observation of Islamic law, it is known that Islam and government and state are inseparable, without the formation and construction of which, social, cultural development is inevitable. Hazrat Muhammad ), the Messenger of Allah (, had such foresight, prudence and political insight that he established a center for the implementation of the basic principles of the Islamic state. And for the establishment of a righteous society, he formed national institutions. Basically, he wanted to strengthen the city-state of Mecca, which was established by Qusay bin Kilab in 440, whose leadership had ended at the time of his mission. However, later, after the migration to Medina, the foundation of the Prophet's Mosque was laid in Medina. The Prophet's Mosque was simultaneously a place of worship, Dar al-Shura (parliamentary house) and a place of gathering for Muslims. This is where agreements were made, embassies were sent and delegations were received. The office of invitation letters and the center of military planning were here. It was there that preparations for Jihad in the way of Allah were made. It was there that appeals were made for spending in the way of Allah, the spoils of war were also distributed, and disputes were decided here. In short, the Prophet's Mosque was the central secretariat of the first Islamic state. From which these institutions began. This article will present its analysis in a scientific and historical manner.
