The concept of an Islamic state represents a unique paradigm of governance rooted in the Quran, Sunnah, and classical Islamic jurisprudence. This study critically examines the ideological foundations, defining characteristics, and functional roles of the Islamic state. It explores the philosophical underpinnings of justice, consultation (Shura), welfare, and moral governance, emphasizing the integration of spiritual and societal objectives. The research also investigates historical models and contemporary interpretations, highlighting the challenges and opportunities in implementing Islamic principles in modern political frameworks. The findings suggest that the Islamic state is not merely a political entity but a holistic system aimed at balancing individual rights, collective welfare, and ethical responsibilities. This study contributes to a nuanced understanding of Islamic political thought and its practical implications in the 21st century.
