An Analytical Review of Contemporary Research Articles on Civil Defense in the Perspective of Fiqh al-Seerah.

Abstract

In the realm of current security discussions, the role of civil defence has gained significant prominence as a crucial pillar for protecting society from a wide array of dangers. These threats encompass armed hostilities, acts of terrorism, industrial mishaps, environmental perils, and natural calamities. Although a substantial portion of existing academic literature tends to scrutinize civil defence through the prisms of administration, law, and disaster management protocols, there remains a notable gap regarding the exploration of the ethical and conceptual bases that underpin the protection of civilians. This research undertakes a detailed analytical review of modern Urdu scholarly articles that delve into the theories and operational aspects of civil defence. The examination is conducted through the interpretive lens of Fiqh al-Seerah, which represents the jurisprudential insights extracted from the biographical accounts of Prophet Muhammad (peace be upon him). The study deliberately avoids comparative analyses or critical assessments of differing traditions; instead, it concentrates exclusively on elucidating how contemporary Urdu academic works articulate themes of civilian safety, readiness for emergencies, and the notion of collective duty within the framework of modern civil defence discourse.The results of this inquiry reveal that the Urdu research articles under review characterize civil defence as far more than a mere technical setup or bureaucratic institution. Rather, they depict it as an expansive societal framework intended to preserve human life and uphold social equilibrium during periods of crisis. Prominent themes that consistently emerge within this body of literature include measures for preventive readiness, active participation at the community level, coordination among institutions, the cultivation of social trust, and strategies for recovery following a crisis. Together, these components illustrate a holistic comprehension of civil protection that underscores the importance of social accountability and structured communal efforts, values that find strong ethical alignment with the principles embodied in the Muhammadan model.
