Abstract

Higher education is widely recognized as a critical driver of knowledge production, innovation, and socioeconomic development. In Pakistan, successive reform initiatives, most notably since the establishment of the Higher Education Commission (HEC) in 2002, have sought to modernize the higher education sector through enhanced funding, quality assurance mechanisms, and governance restructuring. Despite these efforts, Pakistan’s universities continue to underperform in terms of research productivity, global rankings, and societal impact. This article examines how governance structures and autonomy deficits constrain knowledge production in Pakistan’s higher education system. Drawing on secondary data, policy documents, and recent empirical literature, the study argues that centralized governance, political interference, bureaucratic controls, and weak institutional autonomy undermine academic performance and research capacity. The article situates higher education reforms within a political economy framework, highlighting the role of state control, elite interests, and accountability gaps. It concludes that without meaningful governance reform, strengthened institutional autonomy, and merit-based academic management, higher education reforms in Pakistan will remain limited in their capacity to foster sustainable knowledge production and innovation.
